This document is an email chain from July 21, 2015 between L. Whitney Clayton, a member of the Presidency of the Seventy, and two other lower level General Authorities. The email chain asks and answers an inquiry on how to handle members of the LGBT community wanting to have their baby blessed in the Church. It instructs the other general authorities to answer questions from the Stake Presidents orally and not put them in writing.

Later, on November 3 2015, the Mormon Church made a formal policy regarding the treatment of LGBT individuals and their children in the Church Handbook of Instructions 1. The changes to the handbook were leaked online on November 5, 2015. Little is known regarding the details leading to the creation of this policy other than Russell M. Nelson, President of the Quorum of the Twelve Apostles, stating the policy was the "will of the Lord".

These emails were a composed one month after the US Supreme Court released its June 26, 2015 ruling in Obergefell v. Hodges making same-sex marriage legal in the United States, and about three months before the leak of the Church’s "November Policy" that declared same-sex couples as Apostates. On November 12, 2015 D. Todd Christofferson, member of the Quorum of the Twelve Apostles, stated the policy was to "help protect children".
